Malmstrom AFB, Montana Coal-to-Liquid EUL
Site Background:
Malmstrom Air Force Base, located east of Great Falls, Montana, is home to the 341st Space Wing whose mission is to keep America free and strong by providing combat-ready people and aerospace forces.
The Opportunity:
The Air Force is exploring the possibility of leasing underutilized property at Malmstrom AFB, for the construction of a Coal-to-Liquid (CTL) fuel plant to support national energy goals.
The Air Force has made energy conservation and efficiency a top priority. In response to President Bush's challenge to wean the nation off foreign energy supplies, we created an energy vision: To Make Energy a Consideration in Everything We Do. From that vision, we have adopted a three-part energy strategy of increasing supply, reducing demand, and changing the Air Force culture on how we think about energy.
The Air Force uses 10% of the nation's aviation fuel and is the largest user of energy in the federal government. To reduce demand on foreign oil and increase domestic supply, the Air Force is committed to certify our fleet on synthetic jet fuel by 2011. By 2016, we will purchase 50% of our domestic aviation fuel needs via a synthetic fuel blend manufactured in plants that produce a fuel that is greener than currently available products. This synthetic fuel will be manufactured at facilities similar to the CTL fuel plant proposed for Malmstrom AFB.
Project Status:
The request for qualifications (RFQ) period allowing responses from private industry for the development of a coal-to-liquid fuel plant on Malmstrom Air Force Base, located near Great Falls, Mont., ended May 30.
The Air Force currently is reviewing RFQ responses it received from offerors. Prior to a highest ranked offeror (HRO) being selected, if such a selection occurs, all information related to the RFQ responses is source selection sensitive. As a result, any information concerning the offerors, including the number of responses received, the scale of proposed projects, proposed equipment to be utilized, proposed subcontractors, etc., will not be released.
The review and selection process may take several months, as it is extensive and considers many factors. If an HRO is selected, it will be publicly announced following a Congressional notification period. The Air Force expects to make a public announcement by December 31.
